Was Justinian I Greek?

Justinian the Great was not an ethnic Greek. He was of mixed heritage. His father was Roman but his mother’s ethnicity is not certain. She was either Thracian or Illyrian. Justinian is believed to have been the last Eastern Roman emperor to speak Latin as a Native Language.

He was however married to an ethnic Greek, Theodora.
